Supporting student success at community and technical colleges by increasing full-time faculty (Gregerson, Haler, Pollet)
Requires the state board for community and technical colleges to create a plan with the goal of having seventy percent of all faculty employed in the community and technical college system be full-time tenured or tenure-track positions.
1ST SUBSTITUTE COMPARED TO ORIGINAL (Higher Ed Committee:
The original bill required the State Board to have a plan with a goal of having 70 percent of the faculty employed at CTCs be full-time tenure track positions by the year 2023 statewide and at each CTC. The original bill did not require the State Board's plan to consider programs that are best taught by part-time faculty.
2ND SUBSTITUTE (Approps) COMPARED TO 1ST SUBSTITUTE (Higher Ed):
The Appropriations Committee recommended decreasing the goal of adding 200 full-time tenure track positions in each of the next three biennia to adding 34 new full-time tenure track positions in the 2017-19 biennium and 50 new full-time tenure track positions in each of the next three biennia. The Appropriations Committee recommended changing the first phase of implementation from the 2018 winter quarter to the 2018 fall quarter, and changing the first reporting date to the Legislature from 2017 to 2019. The Appropriations Committee recommended the removal of the emergency clause, and the addition of a null and void clause.
