1ST SUBSTITUTE BILL COMPARED TO ORIGINAL BILL(Higher Ed Committee):
The substitute added language requiring the CBS students to sign the affidavit regarding filing an application to become permanent residents or citizens as soon as they are eligible to do so.
2ND SUBSTITUTE (Appropriations) COMPARED TO 1ST SUBSTITUTE (Higher Ed):
The Appropriations Committee recommended the addition of a null and void clause, making the bill null and void unless funded in the budget.
3RD SUBSTITUTE (Higher Ed) COMPARED TO 2ND SUBSTITUTE (Appropriations):
Removes the DACA language from the definition of "resident student" and "domicile" and instead places the DACA language in the section listing which noncitizen statuses are not considered "nonresident students" so long as the person meets and complies with current domicile requirements.
EFFECT OF HOUSE FLOOR AMENDMENT
Adds an appropriation of $500,000 from the state general fund in fiscal year 2019 to the Washington Student Achievement Council to fund the State Need Grant.
SENATE COMMITTEE (Higher Education & Workforce Development) STRIKER AMENDMENT:
(1) Removes appropriation.
