Bill: HB 1007 — 2017
Accommodating the civil rights of religious objectors to mandatory payments to labor organizations (Shea, Taylor, McCaslin)
Amends existing collective bargaining laws to (1) simplify definition of religion beliefs for dues payment exemption, and (2) allow charitable payment of agency fee rather than full dues amount, where allowable.
Changes current RCW language allowing public employees to withhold labor union dues based on "religious tenets/teachings of a church" to more broad definition of "personally held religious beliefs." Removes requirement that affected individual and bargaining representative mutually agree on charity where the money will go, leaving it up to the individual.
