Prohibiting the use of eminent domain for economic development (Padden, O'Ban, Sheldon)

Allows private property to be taken only for public use and the taking of private property by a public entity for economic development does not constitute a public use. Prohibits a public entity from taking property for the purpose of economic development. Specifies that condemnation of property in blighted areas for economic development is not a public use.

Adds an intent section recognizing and reaffirming existing Washington state law relating to the use of eminent domain by state and local governments.
