Adding the use of shared leave for employees who are sick or temporarily disabled because of pregnancy disability or for the purposes of parental leave to bond with the employee's newborn, adoptive, or foster child (Robinson, Ormsby, Jinkins)

Expands state shared leave program to include pregnancy-related sickness/disability and parental leave (up to 16 weeks after birth/ placement).

1ST SUBSTITUTE COMPARED TO ORIGINAL: The substitute changes the definition of "pregnancy disability" from a reference to a Human Rights Commission agency rule to a pregnancy related medical condition or miscarriage.

Eliminates the emergency clause and extends the effective date to July 1, 2018.
