Providing room and board for certain college bound scholarship students (Hudgins)
An ACT Relating to room and board for college bound scholarship students; and amending RCW 28B.118.010. Adds language "(d) If at graduation from high school the student meets all eligibility requirements for a Washington college bound scholarship and is homeless, as set forth in the federal McKinney-Vento homeless education assistance act (P.L. 100-77;101 Stat. 482), the award may also include on campus housing and a basic meal plan as provided in subsection (13) of this section" to subsection 6. Subsection 13 added saying "Two or four-year institutions of higher education as defined in RCW 28B.10.016, that have college or university-owned student housing, shall award the students identified in subsection (6)(d) of this section standard room and board at the college or university owned student housing while the student is attending the college or university as a college bound scholarship recipient."
EFFECT OF CHANGES MADE BY THE 1ST SUBSTITUTE
(1) Limits the waiver to one year of on-campus housing to eligible students on a space available basis only, rather than a four year waiver for standard room and board. (2) Limits the eligibility for the waiver to first-year College Bound Scholarship (CBS) students who are homeless. (3) Requires the student to inform the institution of higher education of their eligibility when accepting admittance for the fall term in order to receive the waiver. (4) Moves the provisions of the bill to the Colleges and University Fees chapter rather than the CBS statutes. (5) Adds intent language about how the Legislature intends to provide homeless CBS students with on-campus housing provided that space is available so other students are not being displaced and rooms are not being held open.
