SUMMARY OF CHANGES OF 1ST SUBSTITUTE ON ORIGINAL:
(1) Page 23, Section 1016, 2018 Local and Community Projects, deletes "Goodwill Job Training & Resource Center (Pasco)…$132,000" and corrects the appropriation and total appropriation accordingly. (2) Page 90, Section 3027, Water Availability, provides that the appropriation is solely for watershed restoration and enhancement projects. The funding lapses if SSB 6091 (water availability) is not enacted by June 30, 2018. The Future Biennia Projected Costs are increased to $280 million and the Total Appropriation is increased to $300 million

EFFECTS OF 1ST SUBSTITUTE ON ORIGINAL:
(1) Relating to Behavioral Health Community Capacity,
removes the requirement that the crisis diversion or stabilization facility to be located in Pierce County be within
a five-mile radius of the junction of Interstate 5 and state route 512 and in connection with a crisis diversion/stabilization facility currently being planned by the Pierce county government. (2) Relating to Spokane Community College, Main Building South Wing Renovation, expands the proviso to include construction, as well as predesign and design.

"I am returning herewith, without my approval as to Section 1034, Substitute Senate Bill No. 6090 entitled: "AN ACT Relating to the capital budget." Section 1034, pages 48-49, Office of Financial Management, Higher Education and State Facility Financing Study

This appropriation directs the Office of Financial Management (OFM) to study financing options for the construction of higher education facilities. Although there are merits to studying this topic, OFM would like to collaborate with the Legislature on developing the scope and methodology. For this reason, I have vetoed Section 1034. For these reasons I have vetoed Section 1034 of Substitute Senate Bill No. 6090.

With the exception of Section 1034, Substitute Senate Bill No. 6090 is approved."
