Supporting victims of sexual assault (Orwall, McCabe, Griffey)

Creates the Washington sexual assault initiative pilot project within the office of the attorney general to provide funding to support multidisciplinary community response teams engaged in seeking a just resolution to sexual assault cases resulting from evidence found in previously unsubmitted sexual assault kits.
Creates the joint legislative task force on sexual assault forensic examination best practices to:
(1) Review best practice models for managing all aspects of sexual assault examinations; and
(2) Reduce the number of untested sexual assault examination kits that were collected.
Requires the criminal justice training commission to provide training for persons responsible for investigating sexual assault cases involving adult victims. Levies a four-dollar fee upon the admission to a sexually oriented live adult entertainment establishment. Creates the Washington sexually oriented business fee account.

SUBSTITUTE COMPARED TO ORIGINAL BILL:
(1) Removes the sexually oriented live adult entertainment patron fee from the underlying bill.
(2) Renames the sexually oriented business fee account as the sexual assault prevention and response account.
(3) Eliminates the expiration date (June 30, 2017) for the 6.2 percent fee on most liquor licenses and permits issued by the Liquor and Cannabis Board, established by the Legislature in 2015.
(4) Directs the revenue from the 6.2 percent fee to the sexual assault prevention and response account.

EFFECT OF SENATE LAW & JUSTICE COMMITTEE STRIKER AMENDMENT:
Removes authorization for the Office of the Attorney General to assist law enforcement officials and prosecutors with investigations and prosecutions of cold cases tied to previously unsubmitted SAKs. Transfers responsibility for establishing and administering the WA sexual assault kit project from the attorney general to the Washington Association of Sheriffs and Police Chiefs. Changes terminology relating to the Washington Sexual Assault Kit Initiative Pilot Project, removing the term "pilot" and broadening the possible scope of the project beyond two eligible applicants. Makes technical numbering corrections and expands the emergency clause to include sections 10 and 11 of the act.

EFFECT OF SENATE WAYS & MEANS COMMITTEE STRIKER AMENDMENT:
Removes authorization for the Office of the Attorney General to assist law enforcement officials and prosecutors with investigations and prosecutions of cold cases tied to previously unsubmitted SAKs. Transfers responsibility for establishing and administering the WA sexual assault kit project from the attorney general to the Washington Association of Sheriffs and Police Chiefs. Changes terminology relating to the Washington Sexual Assault Kit Initiative Pilot Project, removing the term "pilot" and broadening the possible scope of the project beyond two eligible applicants. Makes technical numbering corrections. Takes out sections that removed the end date for the 6.2 percent fee increase on liquor licenses and that permitted use to fund the Sexual Assault Prevention and Response Account.
