Concerning the healthy relationships campaign (McCabe, Pettigrew, Stambaugh)

Creates the healthy relationships campaign. Requires each employer to solicit at least one employee to volunteer to serve as the contact person for the healthy relationships campaign, however, if no employee volunteers, the owner of the business must serve as the contact person. Requires the employment security department to: (1) Solicit and award a contract for a multimedia presentation on healthy relationships, which must cover how to identify domestic violence, sexual harassment, and other forms of unhealthy relationships; (2) Provide resources for assistance; and (3) Make the video available on its website.

SUMMARY OF 1ST SUBSTITUTE COMPARED TO ORIGINAL BILL
(1) Replaces the original bill with creation of a Joint Legislative Task Force (Task Force) on the healthy relationships campaign to identify ways in which the employer and employee community can help curb unhealthy relationships, including domestic violence and sexual harassment. (2) Provides for composition of the Task Force. (3) Directs the Task Force to review the prevalence of domestic violence, sexual harassment, and other forms of unhealthy relationships; the nexus between unhealthy relationships and the workplace; the appropriate role of employers and employees in providing information to help reduce the incidence of domestic violence, sexual harassment, and other forms of unhealthy relationships; and whether legislation is needed to address these issues. (4) Directs the Task Force to submit its findings and recommendations to the appropriate committees of the Legislature by December 1, 2018. (5) Adds an emergency clause, with the act to take effect immediately. (6) Retains the intent section, with some changes.
