EFFECT OF CHANGES MADE BY 1ST SUBSTITUTE (Transportation)
(1) Clarifies that state agencies may restrict or otherwise limit all classes of electricassisted bicycles on shared use paths. (2) Prohibits the operation of an electric-assisted bicycle on a trail that has been designated as non-motorized and has a natural surface, unless otherwise authorized by the state agency or local authority having jurisdiction over the trail.
SENATE FLOOR AMENDMENTS:
(1) Provides state agencies and local jurisdictions the authority to regulate the use of both class 1 and class 2 electricassisted bicycles and motorized foot scooters on facilities and properties under their jurisdiction and control. (2) Requires local regulation of electric-assisted bicycles to be consistent along the entire length of a shared use path that crosses two or more jurisdictional boundaries in order for the local regulation to be enforceable.
