Establishing an autonomous vehicle work group (Hudgins, Morris)
AN ACT Relating to the establishment of an autonomous vehicle work group; creating new sections; and providing an expiration date.
EFFECT OF CHANGES MADE BY 1ST SUBSTITUTE (Transportation)
(1) Modifies the work group to include representatives of both the Legislative and Executive branches of the state, and specifically adds:
*The Governor or his/her designee;
*The Insurance Commission or his/her designee;
*The chairs and ranking members, or their designees, of the standing committees in the House and Senate overseeing transportation, state government, or technology policy.
*Optionally, the chairs and ranking members, or their designees, of the standing committees in the House and Senate overseeing public safety or insurance policy
(2) Makes the operations of the work group subject to appropriations to the Transportation Commission. (3) Provides that the work group monitor local policy development pertaining to autonomous vehicles, in addition to state and federal policy development. (4) Authorizes two additional functions of the work group:
*To disseminate information, as appropriate, to interested stakeholders; and
*At the direction of the Legislature, to engage the public through surveys, focus groups, and other such means, in order to inform policy development.
(5) Authorizes the Transportation Commission to invite representatives from insurance associations, network providers, and software development companies to participate in the autonomous vehicle work group. (6) Specifies that the scope of the work undertaken by the autonomous vehicle work group include autonomous commercial vehicles, in addition to autonomous passenger vehicles. (7) Resets the annual reporting date to November 15.
SENATE COMMITTEE (Transportation) STRIKER AMENDMENT
Removes the specific committee-based legislative membership, and directs the President of the Senate and the Speaker of the House to appoint two interested members from each of the four caucuses. Makes two technical changes: (1) Codifies section 1 into chapter 47.01 RCW and (2) refines the "subject to appropriations" language.
