Addressing civil service qualifications (Saldana, Keiser, Dhingra)
Directs the criminal justice training commission to require county, city, and state law enforcement agencies, that make a conditional offer of employment to an applicant as a fully commissioned peace officer or a reserve officer, to administer a background investigation that includes verification of immigrant or citizenship status as either a citizen of the United States or a lawful permanent resident. Authorizes an application for a position with a law enforcement agency to be rejected if the agency deems that it does not have the resources to conduct the background investigation required by the criminal justice training commission.
